1. Preliminary & Enactment Authority
1.1 Short Title: These rules shall be known as the AIDMJCCA Rules & Regulations (Bylaws), 2026.
1.2 Constitutional Subordination: These Bylaws are framed pursuant to Article 421 of the AIDMJCCA Constitution. In any scenario of conflicting clauses, the provisions of the Constitution shall prevail supreme.
1.3 Applicability: These regulations apply uniformly across all National Directorates, State Chapters, District Chapters, City/Taluka Units, and individual members.
2. Membership Administration & Governance Matrix
Pursuant to Chapter 7 of the Constitution, the operational membership categories and administrative framework are structured as follows:

3. Operational Protocols for Chapters & Committees
- Meeting Cadence: State Executive Councils and District Executive Councils must convene statutory meetings at least once every three (3) months. Local/Block units shall meet bi-monthly.
- Mandatory Digital Reporting: Every State and District President must submit monthly administrative, event, and grievance summaries to National Headquarters via the digital portal.
- Financial Non-Autonomy: Subordinate chapters are strictly prohibited from opening unauthorized bank accounts or conducting independent fundraising drives.
- Press ID Protocol: Association Press Identification cards remain the exclusive property of AIDMJCCA, issued strictly as internal organizational identifiers and not government press accreditations.
4. Disciplinary Proceedings & Natural Justice
4.1 Complaint Scrutiny: All complaints regarding extortion, fake credentials, or copyright violations are directed to the National Grievance Redressal Committee.
4.2 Show-Cause Notice: A mandatory 15-day response window is granted to the respondent prior to initiating any formal disciplinary inquiry.
4.3 Appellate Review: Any member facing suspension or removal retains the constitutional right to appeal to the National Appellate Committee within 30 days of receiving the order.
5. Amendments & Dissolution Framework
5.1 Bylaw Amendments: Amendments to these operational rules may be enacted by a Simple Majority of the National Executive Council (NEC).
5.2 Dissolution & Asset Protection: Governed under Article 436 & 437 of the Constitution; upon dissolution, all remaining assets shall be transferred to a registered non-profit society with similar objectives, with zero individual distribution.
