1. Purpose, Core Objectives & Decentralized Structure
The State and District Chapters of DMJCCA are decentralized administrative units established to implement the Vision, Mission, Constitution, and policies of the Association at the State, District, City, Taluka, and Block levels under the direct supervision and constitutional authority of National Headquarters.
Chapter Objectives: Expand membership, promote ethical journalism, organize training programs, conduct workshops, build local networks, support members, advance digital media standards, run awareness campaigns, coordinate national programs, and enforce Headquarters’ policies.
2. Chapter Formation, Membership Thresholds & Appointments

- Appointment Procedures: Founder appoints National President & National Advisors; National President appoints State Presidents & National Office Bearers; State President appoints District Presidents; District President appoints City, Taluka, and Block Presidents. All appointments require ratification from higher authorities.
- Tenure of Office: Standard appointment period is 5 Years. The Founder reserves constitutional authority to extend or terminate appointments.
3. Governance Powers, Executive Committees & Functional Cells
Create, merge, or dissolve chapters; appoint/remove National Officers; issue binding national directives; resolve constitutional disputes; approve primary policies; safeguard brand identity; and sanction strategic expansions.
Approve or suspend State Chapters; approve proposed office bearers; conduct administrative reviews; issue executive orders; convene assemblies; approve organizational projects; and recommend disciplinary removals.
- State Executive Committee Structure: State President, Working President, 5 Vice Presidents, General Secretary, 3 Joint Secretaries, Treasurer, Organization Secretary, Media Secretary, IT Secretary, Women Wing President, Youth Wing President, Legal Cell Head, Training Head, Membership Head, Social Media Head, and 10–25 Executive Members.
- District Executive Committee Structure: District President, 3 Vice Presidents, General Secretary, Joint Secretary, Treasurer, Organization Secretary, Media Coordinator, Membership Coordinator, Training Coordinator, and Executive Members.
- Specialized State Departments: Membership, Training, Media Relations, Legal Cell, Finance, IT, Women Wing, Youth Wing, Public Relations, Event Management, Research Cell, Fact Check Cell, Social Media, and Press Coordination Cell.
4. Operations, Event Mandates, Meetings & Records
- Membership Administration: Chapters must verify candidate profiles, conduct interviews (if necessary), recommend formal approvals, maintain local archives, manage timely renewals, and execute regular verification campaigns.
- Mandatory Annual State Events: 1 State Conference, 2 Training Workshops, 2 Creator Meetups, 1 Media Summit, continuous membership drives, digital journalism seminars, and social campaigns (Districts conduct quarterly programs).
- Meeting Frequencies & Attendance: State Executive, District Executive, and City Units must meet at least once every month (emergency meetings anytime). Minimum mandatory attendance is 75%; absence from three consecutive meetings without leave warrants review or removal.
- Statutory Chapter Records: Physical and digital custody of Member Register, Meeting Register, Cash Book, Event Register, Asset Register, Visitor Register, Complaint Register, and Official Letter Register.
5. Financial Compliance, Star Rating & Chapter Dissolution
- Financial Administration: Chapters may collect membership fees only if authorized, must issue official receipts, deposit funds into authorized accounts, maintain clean books, and submit annual financial statements to National HQ. Opening bank accounts without prior written approval from National HQ is strictly prohibited.
- Reporting Schedules: Digital submission of Monthly, Quarterly, and Annual reports covering memberships, finances, training sessions, events, and local media coverage.
- Evaluation Parameters: Assessed on membership growth, events completed, training sessions, financial discipline, media visibility, compliance, innovation, and public image.

Poor performance ratings for two consecutive years trigger organizational restructuring.
Chapters 23 & 24: Grounds for Suspension & Dissolution
Chapters may be suspended or dissolved for financial fraud, fake memberships, political misuse, brand distortion, forgery, constitutional violations, or inactivity for one full year. Upon dissolution, all physical records, identity cards, unused certificates, digital credentials, and assets must immediately be surrendered to National Headquarters.
6. Chapter SOPs, Media Protocol, Ethics & Office Transition
- Standard Operating Procedures: Monthly executive meetings; report submissions by the 5th of every month; adherence to financial regulations; strict identity verification; and prompt response to Headquarters’ advisories.
- Official Communications: Dispatched solely by the State President, District President, General Secretary, or authorized Media Coordinator using official letterheads, official email domains, WhatsApp Business, and the portal.
- Branding & Digital Custody: Exclusive use of approved logos, palettes, fonts, press IDs, certificates, backdrops, and release formats. Chapters manage chapter emails, Drive repositories, member databases, and QR systems. Passwords must be updated immediately during transitions.
- Media Relations: Issue authentic releases, foster ties with local media, amplify association campaigns, and counter false news through factual statements.
- Code of Conduct & Office Handover: Bearers must act impartially, prevent conflicts, maintain confidentiality, avoid personal enrichment, and obey the Constitution. Upon tenure completion or removal, all documents, registers, funds, seals, ID cards, passwords, and equipment must be transferred within 15 days via a signed formal handover report.
7. Statutory Chapter Annexures Schedule
Final Governance Declaration
All State, District, City, Taluka, and Block Chapters of DMJCCA shall function in accordance with this Manual, the Constitution, the Memorandum of Association, the Membership Rule Book, the Election Rule Book, and all lawful policies issued by the National Headquarters. This Manual establishes uniform administrative standards, accountability mechanisms, and operational procedures to ensure consistency, transparency, and effective governance throughout the Association.
