1. Purpose, Scope & Legal Identity Policy
This Manual establishes the statutory policies and procedures for issuing, verifying, renewing, suspending, and managing the official DMJCCA Organizational Press Identity Card across all National, State, District, City, Taluka, and Block Chapters.

2. Professional Eligibility & Card Hierarchy
Eligible Disciplines: Digital Journalists, Independent Journalists, Citizen Journalists, YouTubers, Bloggers, Podcasters, News Portal Owners, Influencers, Editors, Camerapersons, Photographers, Video Editors, Graphic Designers, Content Creators, and Digital Storytellers.

3. Document Authentication & Approval Process
- Required Documentation: Passport-size photograph, Government Identity Proof, Address Proof, Active Mobile Number, Verified Email Address, Emergency Contact, optional Blood Group, official website/news portal links, and active social media URLs.
- Social Media Audit: Rigorous evaluation of Facebook, Instagram, YouTube, X, LinkedIn, and websites to verify active publishing history, original creator content, ethical conduct, absence of fake identities, and compliance with statutory laws.
Approval Authority: Professional Members require District Verification → State Review → National Database Update. National Office Bearers require National Executive Approval exclusively. Founder credentials represent a permanent institutional record.

4. QR Architecture, Card Design & Security Specs
Card Layout & Fields
Front Side: Association Logo, Member Photo, Full Name, Designation, Membership Number, Secure QR Code, Validity Date, Blood Group, and Authorized Signatures.
Back Side: Emergency Contact, Official Website, Usage Terms, Secondary QR, Helpline Number, and Mandatory Legal Disclaimer.
Anti-Counterfeiting Security
Fabricated on High-Quality PVC substrates featuring dynamic encrypted QR Codes, unique alphanumeric membership serialization, digital verification integration, micro-text lines, anti-copy watermarks, encrypted backend database pairing, and digital signatures (with future UV patterns and holograms).
QR Verification Payload: Scanning the encrypted QR code immediately renders the member’s verified name, membership number, photo, designation, category, validity period, state/district affiliation, digital certificate link, and real-time status: ACTIVE / SUSPENDED / EXPIRED.

5. Validity, Renewal, Prohibitions & Revocation
- Tenure & Renewals: Annual Membership cards remain valid for exactly One Year; Life Membership is permanent; Office Bearer cards are linked to constitutional tenure. Renewal requires active membership extension, recent photo submission, fee settlement, approval, and issuance of an updated QR code.
- Lost or Damaged Cards: Members must report card loss immediately. The previous card and QR code are permanently blocked in the database, and a replacement card is issued subject to prescribed fees.

Chapters 17, 19 & 20: Strictly Prohibited Conduct
Members shall not claim government authority, demand unlawful privileges, display cards to interfere in police matters, use expired credentials, lend or duplicate cards, alter QR codes, or sell cards. Violations, fake documents, dissemination of fake news, or criminal misconduct will trigger immediate card suspension, cancellation, and statutory prosecution.

6. Public Verification Portal, Registers & Audits
Official Verification Portal: Accessible at www.dmjcca.com/verify. Law enforcement, event authorities, and the public can verify membership by entering the Membership Number or scanning the physical QR code to inspect live credentials, photograph, validity status, and digital certificates.
Statutory Central Registers: National Headquarters maintains the Master Database, Digital Archive, Issue Register, Renewal Register, Cancelled Register, Suspended Register, and Lost Card Register.
Audit & Quality Control: The National Membership & Verification Department executes quarterly audits of issued identity cards, conducts random verification audits, tests live QR links, inspects physical card security features, and monitors database integrity.

7. Statutory Verification Forms & Annexures Schedule
Statutory Member Declaration
“I understand that the DMJCCA Press Identity Card is an organizational identity card issued for professional membership and verification purposes only. It is not a Government-issued accreditation, press pass, or statutory identity document. I agree to use the card responsibly, comply with the Constitution, Code of Ethics, and all Association policies, and return the card upon suspension, cancellation, or termination of my membership.”
Final Administrative Declaration
This Press ID & Verification Manual establishes a standardized, secure, and transparent system for issuing and managing organizational identity cards across DMJCCA. It shall be read together with the Constitution, Membership Rule Book, Financial Rules, HR & Administrative Manual, and other governing documents. The National Executive Council may amend this Manual as necessary, provided such amendments remain consistent with the Constitution and applicable law.
